Long ago, it used to be legitimate, but legitimate as it used to be, many abusive specialists used it to spread poor quality and duplicated content all over the Web and proliferate spam. Black hat techniques are the easiest way to spread spam and poor quality content. Google had enough of this, learning that online users do not get the information they want.
